Version 1 · in force from 1 November 2026 · The Romanian version prevails if the two differ.

In short
  • Adeveri gives your assistant the texts from Monitorul Oficial, with a link to the printed page. The assistant writes the answer.
  • Only the text published in Monitorul Oficial is official. Check the printed page before relying on a text.
  • We don't give legal advice.
  • The texts of the law belong to everyone. Our database and software are ours.

1. The parties

These terms are the contract between you and STEMDARK S.R.L. (registered office Str. Sg. Constantin Moise nr. 5D, bl. 2, sc. 2, ap. B5, sector 6, 061421 București, Trade Register no. J2023023617404, tax code RO49256843, [email protected]), which runs Adeveri. You accept them when you connect Adeveri to an assistant, with or without an account.

2. What Adeveri is

Adeveri searches Monitorul Oficial al României, Part I, from 1989 to today, and, where available, Romanian court files. It works through AI assistants such as Claude and ChatGPT. We supply the texts, where each stands (in force, amended, repealed, suspended, found unconstitutional) and a link to the printed page. The answer you read is written by the assistant, which we don't control.

3. The official text

Romanian law is published in Monitorul Oficial al României (Constitution, art. 78), and an act's official form is the one published there. The consolidated texts, article histories and statuses we show are rebuilt automatically from those publications. They may contain errors or lag behind the latest issue. That is why every passage links to its printed page: check it there before relying on it.

4. No legal advice

Adeveri helps you find and read the law. It doesn't tell you what to do in a particular situation. In Romania, legal advice is reserved to lawyers (Law no. 51/1995, art. 3). For a decision that matters, talk to a lawyer.

5. Use without an account, and accounts

You can use Adeveri without an account, with lower limits. An account requires you to be at least 16 and to use an email address that is yours. Accounts are personal. Keep your password to yourself; we recommend turning on two-step sign-in. If you suspect someone else is using your account, change your password and tell us.

6. Limits and fair use

Usage limits are shown on the site and may change. You may not:

  • extract the database's content systematically or in bulk (for example with scripts that walk the whole corpus);
  • get around the limits, including by creating connections without an account in series;
  • resell access to Adeveri or offer it to others as your own service;
  • try to disrupt the service, reach data that isn't yours, or test its security without our written consent.

7. What you can do with the results

Official legislative, administrative and judicial texts are not protected by copyright (Law no. 8/1996, art. 9(b)). You may copy and use them freely, including in your professional work. Adeveri's structure, consolidation, histories, index, software and design are ours. The database is also protected by the database maker's right (Law no. 8/1996, art. 141), which is why section 6 forbids systematic extraction.

8. Availability and changes

Free Adeveri is provided as is, with no availability guarantee. We keep improving it, and it may change. If we drop an important feature, we announce it on the site and write to account holders.

9. Liability

Expressly accepted clause. We are not liable for decisions made on a text without checking it in Monitorul Oficial, for indirect losses (such as lost profits), or for what your assistant writes. For any other loss, our total liability is limited to what you paid us in the last 12 months or, if you paid nothing, to 100 lei.

This limit doesn't apply to harm caused intentionally or through gross negligence (Civil Code, art. 1.355), or to rights the law gives you as a consumer that can't be waived.

A standard clause limiting liability takes effect only if expressly accepted (Civil Code, art. 1.203).

10. Suspension and termination

You can stop at any time: disconnect the apps or delete your account on your account page.

Expressly accepted clause. We may suspend a connection or account that breaches section 6. We write to you first and tell you why, unless we must stop an attack or abuse in progress; then we write right after. We may close an account after a serious or repeated breach. We tell you the reason, and you can dispute it at [email protected].

A standard clause on suspension and termination takes effect only if expressly accepted (Civil Code, art. 1.203).

11. Paid plans

Adeveri has no paid plans yet. When it does, we will describe them here before you can buy them.

12. Changes to these terms

We write to account holders at least 30 days before a change that affects them, and announce it on the site. If you disagree, you can close your account before the change takes effect. Past versions stay published.

13. Governing law and disputes

Expressly accepted clause. These terms are governed by Romanian law. If something goes wrong, write to us first; we try to resolve it within 30 days. If you are a consumer, you keep the protection of the law of the country where you live and can go to the competent court under the law, including the court where you live.

A standard clause on governing law takes effect only if expressly accepted (Civil Code, art. 1.203).

As a consumer, you can also use ANPC's alternative dispute resolution at reclamatiisal.anpc.ro.

14. Contact

For questions, account problems, requests about your data or complaints, write to [email protected]. We usually reply within 2 working days.

Your assistant can also send us feedback from inside the app, for example about a wrong text. That feedback is anonymous and gets no reply. If you want an answer, email us.
